that's true of skiing or boarding in general, be it a rail or a tree, it's not real safe. Can't see making subjective decisions to shut people out -- who's the gatekeeper? how do people progress?

agreed, i am definitely in favor of letting everyone in the park who is there to work on park and progressing no matter what their skill level is. people just need to practice some basic park etiquette and have some awareness of where they are and things would be a lot better. 9 times out of 10 the problem is coming from the types of people that have no intention of hitting a single feature, just gaper gapping off rail takeoffs, zig zagging onto knuckles, sitting down in landing areas, etc. people doing that nonsense should have their ticket pulled right away.

As long as there is enough park staff there daily to do it, they could have one person in the park watching for idiots who are clueless about park etiquette and just causing trouble. If they see a gaper doing gaper-like things, put some sort of mark on their ticket (maybe a big G for gaper haha) so they can't come back through the park. Have someone at the top gate checking tickets for G's, or whatever mark would be appropriate.
Even if someone doesn't quite have the skill to hit a feature and is just trying to progress, it will be obvious whether or not they know basic park rules or if they have no business being in there. This way, people who want to learn and have some common sense can do their thing even if they are busting their butt on every feature, but at least they are getting out of the way quick and not causing problems for everyone else.
I'm sure there are many good ways to go about it, but something needs to happen before someone gets killed.

You could have a red light/ green light at the big jumps with a blind landing and have someone controlling the light to make sure the landings are clear.
Add a ski patrol or two to urge people out of the way. Repeat offenders that sit or lay in the way should be told not to come back into the park. Most would listen and stay away.
